License Fraud Charges for College Student

License Fraud

A Massachusetts State Trooper assigned to the Fraud Identification Unit of the Massachusetts State Police has filed felony license fraud charges against a Clark University Student who allegedly provided false information to the Registry of Motor Vehicles to fraudulently obtain a Mass. Driver’s License.

Trooper Cristina Lucin, an experienced license fraud investigator who works at the Registry’s Enforcement Services Unit, at 137 Stuart Street in Boston discovered the alleged license fraud through the use of facial recognition technology. Standard RMV protocol places all new images through facial recognition software. Using this software, Trooper Lucin determined that Jiayi Pan, a Clark University student, submitted an application for a Massachusetts Learner’s Permit under the name of Songyan Xie at the Worcester branch of the Registry of Motor Vehicles.

Trooper Lucin has developed an expertise in detecting fraud through facial recognition. Over the past two years, she has personally reviewed tens of thousands of possible facial recognition matches. Based on her investigation, she is seeking criminal charges out of Worcester District Court against Jiayi Pan for Falsely impersonating, stealing, or attempting to make or impersonate in an application for a Learner’s Permit, Driver’s License, or Identification Card and Obtaining a Massachusetts learner’s permit by falsely impersonating a person named in an application for a license or learner’s permit to operate motor vehicles. Both of these charges are felonies in violation of G.L. c. 90 § 24B. A conviction carries a possible sentence of up to five (5) years in state prison and a 1 year license suspension.

If you have received a letter from the Registry of Motor Vehicles regarding “Comp. Fraud License,” or a “Notice of Compromised ID” you should contact a lawyer. Getting an indefinite license fraud revocation resolved will require a hearing at the Enforcement Services Unit of the Registry and you should not attend this hearing without a lawyer.

The Registry can impose license revocations for anyone who has committed license fraud in Massachusetts and some cases may result in prosecution.
