The mailing address for the Mass. Department of Transportation Registry Division is PO Box 55889, Boston, MA 02205. However, in license suspension matters, the Registry requires that customers attend a hearing and submit any required documents to a hearings officer. In some cases, a lawyer may be able to do this for you. Chemical Test Refusal Hearings are only conducted at the Registry’s Branch at 136 Blackstone Street in Boston, on the 3rd floor, during normal business hours. You must appeal certain aspects of your breathalyzer or chemical test refusal suspension within fifteen (15) days of the suspension.
The Massachusetts Division of Insurance Board of Appeal, which has the authority to overrule Registry decisions regarding suspensions, revocations, hardship licensing, ignition interlock violations, or any other matter, is located at 1000 Washington Street, 8th floor, Suite 810 in Boston, Massachusetts. The Board of Appeal does not conduct walk-in hearings. All Board of Appeal hearing must be scheduled in advance and you have the right to be represented by a lawyer at these formal legal proceedings.
